Although smaller animals such as cats and guinea pigs may be covered in your personal liability insurance plan, larger animals such as dogs and horses are not.

In some regions of Germany dog liability insurance is in fact mandatory (Berlin, Niedersachsen, Hamburg, Schleswig-Holstein, Thuringia, Sachsen-Anhalt). Only Mecklenburg-Vorpommern has no requirements for dogs.

Even if you have scooped up a dog from the streets and unofficially adopted it and you are not the official owner in legal terms you have a so-called ‘duty of care’. This means you are held responsible if something happens.
